中小企業（small and medium-sized enterprises/SMEs）關系到千家萬戶，是推動創新、促進就業、改善民生的重要力量。在我國，中小企業貢獻了近50%的國家稅收和60%的國內生產總值 （gross domestic product）。當前，受各種復雜因素的影響，許多中小企業面臨著原材料成本和人力成本增加、傳統管理模式落伍、發展前景不確定性增加等困境。為此，我國政府采取了一系列新措施，幫助中小企業度過短期困難，進而推動中小企業的高質量發展。
Small and medium-sized enterprises, which are related to thousands of households, are an important force in promoting innovation, employment and improving people’s livelihood. In China, SMEs contribute nearly 50 percent of the national revenue and 60 percent of the gross domestic product. Currently, influenced by various complex factors, many SMEs are facing difficulties such as increasing raw material and labor costs, outdated traditional management modes, and the growing uncertainty of development prospects. For these reasons, the Chinese government has adopted a series of new measures to help SMEs overcome short-term difficulties, thus promoting their high-quality development.
